In submitting... in giving me power over you, you're giving me permission to do some of those darker things (within, it is assumed, some context or set of boundaries) you may have simmering just below the surface. In accepting that power (and the responsibility that comes with) I am, in affect, giving you permission to do like wise. You should feel sexy and wanted and controlled. You should be proud that the man you're with is proud of you, and wants to show you off. And showing you off can be done in very.. skimpy? slutty? revealing!... clothing, when going to the right place, but it can also be done in more conservative clothing. A skirt can be short enough that you flash me when you sit, or long enough where you don't have to 'worry' about such things so much. At either length it can be sexy. The same is true with a top, you can show an 'acceptable' amount of cleavage or 'too much'. Either way you are being proudly displayed.
That said, dressing well and to please someone isn't just for going out. Putting on some nice lingerie is a wonderful way of letting someone know that you want them, that they are desired. A woman should express her feelings for her man, to touch, hold and caress.

If you ask me what you should wear, I would expect you to wear what I wanted.
If you offer me choices you can expect my choice to include a skirt and heels.
I would expect you to wear clothing I enjoy seeing you in. I certainly shouldn't have to tell you to put on something sexy because you never do, even though you know I like it.
