To me it means:

not pursuing anyone presently & open to a relation
no kids
no skeletons in closet. Get them taken care of before entering into a new relation.
no drama. Have control of your life. Take action to keep your life settled. Pay your bills.
no history (such as violence, arrests, drugs, domestic abuse, etc.)
no mental or physical 'disabilities'/challenges
