Have you found a way to shrink it?
Sort of the opposite: the penis is more like a sponge than a muscle that can atrophy. After a short period of not being in a cage it will retain its original size.
Without chemical interference there seems to be no feasible way to shrink it permanently.
Even after castration the penis will still get erect.
